MoNaaS: Monitoring as a Service


TExTOUR Pilots are supported by a tailored monitoring program - Monitoring as a Service (MoNaaS) - designed to assess and validate the strategies while they are being implemented. These strategies are developed through a co-design participatory process, making each pilot a true "CT-Lab" for testing CT actions.

The monitoring programs focus on gathering, analyzing, and refining data across three main areas:

  1. Effectiveness of Strategies: By evaluating key performance indicators (KPIs), the program assesses how effectively the actions are being implemented, with particular attention to their connections to economic growth and employment.
  2. Action Deployment: The program tracks how well the actions are being carried out according to the targets set in the participatory CT development strategies and action plans. This includes monitoring progress based on heritage resources, tourism categories, and the implementation calendar, which should be completed by the end of the project.
  3. Costs and Funding: The program explores the feasibility of action deployment by monitoring indicative costs and potential funding sources, as outlined in the strategies and action plans.

In summary, the monitoring programs gather and analyze data at the action level, focusing on the effectiveness of the strategies, the adherence to implementation schedules, and the sustainability of the actions in terms of costs and funding.

Users could filter action KPIs across cultural, economic, environmental, and social domains, ensuring a flexible and comprehensive system. It also offered summary reports per cycle and detailed reports on data review and revisions, enabling systematic identification of deviations and timely corrective actions.
